I congratulate Professor Potts for his Opinion – "A Modest Financial Proposal".1 His proposal, if used effectively, could help people who make health policy decisions obtain the very information they need to design cost-effective research and delivery of health care. At a time when healthcare budgets are spiraling out of control, tough decisions will need to be made about where the money will be allocated.
