    Too many universities in Britain are over-spending their over-modest budgets in ways that put them in hock to the University Grants Committee and even, on some occasions, the commercial banks; no institution can expect to make an independent way in the world in such a condition. Further ahead, universities need a measure of autonomy most of them at present lack. In practice, what this means is that they should be more free to teach what they deliberately decide they must teach, and that they will pursue research in the fields best suited to the talents and interests of their members.
