Fundamentally, this concerns the electronic interaction between an adsorbate and a substrate. Photochemistry involves the excited states of this strongly electronically coupled system. If a molecule is adsorbed, especially onto a metal, its electronic degrees of freedom couple to the near-infinite number of excited electron-hole pair states of the substrate. This interaction results in the possibility of rapid excitation transfer between the substrate and the adsorbate. Therefore the molecule can no longer be envisioned as an isolated electronic system.
