Primary publishers, seeking market exposure, traditionally have provided their journals to secondary publishers gratis. Now, however--in an attempt to recoup lost revenue from declining subscriber bases caused by interlibrary loan, document-delivery services, and other new information-delivery methods--some have begun to make secondary publishers buy their publications.
