The House, on recess until after Labor Day, has passed along to the Senate several of the appropriations bills for fiscal year 1991 covering the government agencies that fund basic research. And the news, so far, is pretty good. NSF has tentatively received a $250 million increase over current levels, divided between $170 million more for research activities and $80 million more for science education.

However, a $47 million request to begin funding a gravitational wave observatory was axed. NIH was given a $1 billion boost, to $8.3 billion, with all institutes getting a healthy increase. And despite cutting the genome center's requested increase from $50 million to barely $10 million, committee members stipulated that a permanent NIH director (once appointed) could give genome research another ...
